今年欣逢联合国成立七十周年，我很高兴能与在座的各位知名专家学者及各界嘉宾相聚一堂，共同探讨关乎全人类可持续发展的重大议题。

This year marks the 70th anniversary of the founding of the United Nations, and I am delighted to gather with renowned experts, scholars, and guests from all walks of life to discuss major issues related to sustainable development for all mankind.

回望十年前，我们同样是在这里，从科菲·安南秘书长手中接过了千年发展目标的重任。今天，我们齐聚一堂，共同回顾并见证了过去十多年间，世界各国人民在消除贫困、普及教育、环境保护、全球合作及促进发展等领域所付出的不懈努力与取得的辉煌成就，这些成就让我们倍感自豪。

Looking back ten years ago, it was also here that we took over the responsibility of the Millennium Development Goals from Secretary-General Kofi Annan. Today, we gather together to review and witness the unremitting efforts and brilliant achievements made by people all over the world in the fields of poverty eradication, universal education, environmental protection, global cooperation and promotion of development over the past decade. These achievements make us feel very proud.　　

女士们、先生们、朋友们!七十年来，联合国作为推动全球发展的重要力量，不仅为发展中国家搭建了广阔的舞台，提供了强有力的支持，也为国际发展合作注入了源源不断的活力。在此背景下，中国女企业家协会自1985年成立以来，始终致力于成为连接中国与世界的女企业家桥梁。中国女企业家协会是中国国内唯一的具有独立法人资格的女企业家联合组织，现有省、市、自治区级团体会员九十个、直接间接个人会员数万名。中国女企业家协会自2000年获得联合国经社理事会咨商地位后，与联合国的合作日益紧密，不断拓展合作领域，为中国女企业家与全球企业家搭建了联谊、交流、贸易与合作的坚实平台。

Ladies and gentlemen, friends! For the past 70 years, as an important force in promoting global development, the United Nations has not only provided a broad stage and strong support for developing countries, but also injected a continuous stream of vitality into international development cooperation. In this context, since its establishment in 1985, the China Women Entrepreneurs Association has been committed to becoming a bridge for female entrepreneurs connecting China and the world. The China Women Entrepreneurs Association is the only independent legal entity in China for women entrepreneurs, with 90 group members at the provincial, municipal, and autonomous region levels and tens of thousands of direct and indirect individual members. Since obtaining consultative status with the United Nations Economic and Social Council in 2000, the China Women Entrepreneurs Association has been increasingly closely cooperating with the United Nations, continuously expanding its cooperation areas, and providing a solid platform for Chinese women entrepreneurs to connect, exchange, trade, and cooperate with global entrepreneurs.

我们不仅在传统领域取得了显著成绩，更对当今社会面临的重大问题进行了深入研究与细致思考。在教育领域，我们建立了振兴科技忠孝基金、寻根问祖历史文化研究基金、妇女儿童健康基金等多项基金，旨在培养具有爱国情怀、感恩之心、敬畏自然与社会的全面发展人才。同时，我们也积极关注并努力解决社会热点问题，这些工作对社会的安定团结、稳步发展起到了不可低估的作用。例如：我们深入研究冰川地质学，追溯至十几亿年前的记录，以揭示全球气候变暖的深层原因。同时，在探索地下水与地表水的综合开发利用及治理策略时，我们汲取了四千二百多年前中国水神共工治水的古老智慧与理念。这种结合现代科学与古代经验的方法，为我们应对气候挑战与水资源管理提供了独特的视角与解决方案。

We have not only achieved remarkable results in traditional fields, but also conducted in-depth research and careful thinking on the major issues facing today's society. In the field of education, we have established multiple funds such as the Revitalization of Science and Technology Loyalty and Filial Piety Fund, the Root Seeking and Ancestral Historical and Cultural Research Fund, and the Women's and Children's Health Fund, aiming to cultivate well-rounded talents with patriotism, gratitude, and reverence for nature and society. At the same time, we actively pay attention to and strive to solve social hot issues, which have played an undeniable role in the stability, unity, and steady development of society. For example, we delve into glacier geology, tracing records back billions of years to uncover the underlying causes of global climate change. At the same time, in exploring the comprehensive development, utilization, and management strategies of groundwater and surface water, we have drawn on the ancient wisdom and concepts of Chinese water gods working together to control water more than 4200 years ago. This approach, which combines modern science with ancient experience, provides us with a unique perspective and solutions for addressing climate challenges and water resource management.

三句话不离本行，我是学水文地质的。在中国的北京、西安、湖南、福建、等地做过城市供水、农业、工业用水等方面的工作。作为一位水文地质学者，我深知水资源对于人类生存与发展的重要性。在此，我想结合自己近四十年的工作阅历，就水资源的保护与管理谈几点个人看法。

Three sentences do not deviate from my profession. I am studying hydrogeology. I have worked in urban water supply, agriculture, industrial water use and other areas in Beijing, Xi'an, Hunan, Fujian and other places in China. As a hydrogeologist, I am well aware of the importance of water resources for human survival and development. Here, based on my nearly forty years of work experience, I would like to share some personal opinions on the protection and management of water resources.

水，作为生命之源，是构成人体不可或缺的重要部分，人体内含水量高达70%，凸显了其对于生命维持的至关重要性。我国明代著名医药学家李时珍在《本草纲目》中早有洞见，提出“药补不如食补，食补不如水补”，将水誉为“百药之王”，强调了水在滋养身体、促进健康方面的独特价值。然而，根据联合国国际生态生命安全科学院的数据，每日竟有3500至4000人因水相关问题而失去生命，这一严峻现实令人警醒。

Water, as the source of life, is an indispensable part of the human body. The water content in the human body is as high as 70%, which highlights its vital importance for life maintenance. Li Shizhen, a famous medical scientist in Ming Dynasty in China, had an insight in Compendium of Materia Medica, and put forward that "medicine tonic is not as good as food tonic, and food tonic is not as good as water tonic", and praised water as "the king of all kinds of medicines", emphasizing the unique value of water in nourishing the body and promoting health. However, according to the data of the United Nations International Academy of Ecological Life Safety, 3,500 to 4,000 people lose their lives every day due to water-related problems, which is a sobering reality.

2013年8月20号在塔吉克斯坦国际水合作高级别会议上，联合国教科文组织总干事博科娃强调:“没有可持续发展的水资源管理、就不可能有可持续的人类发展!”。2015年7月6号联合国《千年发展目标2015年报告》其中一条显示“无法获取改善的饮用水源的人口减半的目标”。可以清晰地看到，加强水源改善不仅是提升人类生活质量的关键环节，更是实现千年发展目标、推动全球可持续发展的核心要素。在2015年后的可持续发展议程中，它必须被置于更加突出的位置，成为引领全球水资源管理和环境保护行动的重要驱动力。

On August 20, 2013, at the Tajikistan High level Conference on International Water Cooperation, UNESCO Director General Bokova emphasized that "without sustainable water resource management, there can be no sustainable human development. On July 6, 2015, the United Nations' Millennium Development Goals 2015 Report included a goal of halving the proportion of people without access to improved drinking water sources. It can be clearly seen that strengthening water source improvement is not only a key link in improving human quality of life, but also a core element in achieving the Millennium Development Goals and promoting global sustainable development. In the sustainable development agenda after 2015, it must be placed in a more prominent position and become an important driving force for leading global water resource management and environmental protection actions.

但是，如何有效管理这一宝贵的自然资源呢?我国积极响应，在党中央、国务院的统一部署下，环境保护部、发展改革委、科技部等多部门联动，共同制定了详尽的水污染防治十条措施：1、全面控制污染物排放;2、推动经济结构转型升级;3、着力节约保护水资源;4、强化科技支撑;5、允许充分发挥市场机制作用;6、严格环境执法监管;7、切实加强水环境;8、全力保障水生态环境安全;9、明确和落实各方责任;10、强化公众参与和社会监督。这些措施的实施，旨在从根本上改善我国的水资源状况，确保其得到合理开发和利用。同时，我国还积极开展全国范围的水文地质调查与填图工作，针对黄土高原、秦巴山区、关中盆地及沿海地带等水资源分布不均、环境复杂的区域，我们实施了地下水资源的综合利用与治理项目，并取得了显著成效。

But how to manage this precious natural resource effectively? China has responded positively. Under the unified deployment of the CPC Central Committee and the State Council, the Ministry of Environmental Protection, the Development and Reform Commission, the Ministry of Science and Technology and other departments have jointly formulated ten detailed measures for water pollution prevention and control: 1. Comprehensively control pollutant emissions; 2. Promote the transformation and upgrading of the economic structure; 3. Focus on saving and protecting water resources; 4. Strengthen scientific and technological support; 5. Allow the market mechanism to play its full role; 6. Strict environmental law enforcement supervision; 7. Effectively strengthen the water environment; 8. Make every effort to ensure the safety of water ecological environment; 9. Clarify and implement the responsibilities of all parties; 10. Strengthen public participation and social supervision. The implementation of these measures aims to fundamentally improve China's water resources and ensure their rational development and utilization. At the same time, China has also actively carried out nationwide hydrogeological investigation and mapping. In view of the uneven distribution of water resources and complex environment in the loess plateau, Qinba mountain area, Guanzhong basin and coastal areas, we have implemented comprehensive utilization and treatment projects of groundwater resources and achieved remarkable results.

然而，我们须要认识到，要彻底解决全球水资源短缺、贫富地区水资源分配不均以及环境日益恶化的复杂问题，须要全球各国的携手合作与共同努力，须要国际社会加强交流与合作，借鉴彼此的成功经验，共同推动建立一个《全球水污染防治与合理开发利用机制》。这一机制将致力于有计划、有步骤地解决人类可持续发展中面临的饮用水问题，为全球水资源的安全与可持续利用贡献力量。

However, we need to realize that to completely solve the complex problems of global water shortage, uneven distribution of water resources in rich and poor areas and deteriorating environment, it is necessary for all countries in the world to cooperate and work together, and for the international community to strengthen exchanges and cooperation, learn from each other's successful experiences, and jointly promote the establishment of a Global Water Pollution Prevention and Control and Rational Development and Utilization Mechanism. This mechanism will be devoted to solving the drinking water problems in the sustainable development of human beings in a planned and step-by-step way, and contribute to the safe and sustainable utilization of global water resources.

女士们、先生们、朋友们!众所周知，人类只有一个地球,各国共处一个世界。随着全球经济活动的多元化与加速发展，地球仿佛变得越来越小，而我们所依赖的水资源却日益稀缺，环境污染问题更是日益严峻，跨越国界，影响深远。在这一背景下，人类的命运前所未有地紧密相连，形成了“你中有我，我中有你，一荣俱荣，一损俱损”的紧密格局。而构建人类命运共同体，并设立一个全球性的水、大气、土壤综合研究机构，已成为刻不容缓的迫切需求。

Ladies and gentlemen, friends! As is well known, there is only one Earth for humanity, and countries coexist in one world. With the diversification and accelerated development of global economic activities, the earth seems to be getting smaller and smaller, while the water resources we rely on are becoming increasingly scarce, and environmental pollution problems are becoming increasingly severe, crossing national borders and having far-reaching impacts. In this context, the fate of humanity is unprecedentedly closely interconnected, forming a close pattern of "you in me, I in you, one prospering, one losing". Building a community with a shared future for mankind and establishing a global comprehensive research institution for water, atmosphere, and soil has become an urgent and pressing need.

现在我们已同中国北京大学工学院紧密合作，筹备建立全球最大的水土气研究中心。和世界各地的水文、地质、气象等方面的专家一起共同深入研究水资源的补给、恢复与排放系统，以期为我们赖以生存的地球制定一套全面而科学的规划。,同时，促进全球水、大气、土壤资源的更好保养与修复，确保自然界的宝贵资源能够得到合理、可持续的开发与利用。我们憧憬着一个未来，在那里，各国人民能在清澈的蓝天之下，安全的地球之上，共享没有战争、没有贫困、没有污染的幸福生活。这不仅是当代人的责任，更是我们对子孙后代许下的庄严承诺——为他们留下一个完整的地球、蔚蓝的海洋以及安全可靠的饮用水源。

Now, we have been working closely with China Peking University Institute of Technology to prepare for the establishment of the world's largest water, soil and gas research center. Together with experts in hydrology, geology, meteorology and other fields around the world, we will deeply study the water resources supply, recovery and discharge system in order to make a comprehensive and scientific plan for the earth on which we depend. At the same time, promote the better maintenance and restoration of global water, atmosphere and soil resources, and ensure the rational and sustainable development and utilization of precious natural resources. We look forward to a future where people of all countries can share a happy life without war, poverty and pollution under the clear blue sky and on the safe earth. This is not only the responsibility of contemporary people, but also our solemn commitment to future generations-leaving them a complete earth, blue oceans and safe and reliable drinking water sources.

在此，我们诚挚地呼吁联合国及世界各国的支持与参与，让我们携手并肩，共同为地球的健康与未来贡献力量，共创一个更加和谐、可持续发展的世界!
